Conducts architectural studies and devises layouts for computer system requirements and develops procedures to process data by means of ADP equipment.
Confers with other technical personnel to determine requirements and type of data to be processed. Analyzes a problem in terms of system capability to determine technical approaches and formulates computer system requirements most feasible for processing data.
Must be adept in preparing problem definitions, together with recommendation for equipment needed for their solution.
May be required to supervise the preparation and implementation of individual applications utilizing mathematical and statistical formulas.
Participates in the development of information systems plans, business area analyses, and other analyses used in information system engineering/system activities.
Must have a minimum of six (6) years of experience as an analyst, and a B.S. or B.A. degree or equivalent in IT field. Must have demonstrated technical writing and presentation capabilities and skills
Experience working with Serena Dimensions RM, a requirements management tool.
Provide functional analysis support Services
The Contractor shall provide functional analysis support and demonstrate knowledge and proficiency with EPA's financial systems. The Contractor shall have prior knowledge of Government financial systems, including time and attendance/payroll cost allocation, along with knowledge of EPA's internal organizational structure. The contractor shall also have extensive knowledge and experience with Serena Dimensions RM, a requirements management tool, as part of the requirements support under this task. The Contractor shall work on large projects and business cases assigned by the Business Support Division. Large projects and business cases are defined as initiatives that are more than six months in duration.
Contractor support may include, but will not be limited, by the following:
Provide root cause analysis, demonstrations, and/or written procedural documentation for issues impacting system functionality and operations
Assist in data analysis and troubleshooting data discrepancies
Provide demonstrations and written procedural documentation, including screen shots where applicable to resolve questions and issues brought up by users
Provide presentations in support of OTS initiatives and projects when requested
Provide requirements support to include conducting requirements collection sessions with end users utilizing the Serena Dimensions RM tool, developing draft/final requirements document, and developing draft/final requirements traceability matrix
Provide draft/final As-Is and To-Be business process maps to document business activities within a functional area
Provide functional and analytical support for meetings with various stakeholders and end users
Providing guidance and assistance in ensuring the Agency is in compliance with all applicable financial regulations
