This requirement is a non-personal service requirement for a senior level licensed Psychologist to serve in an operational (not clinical) capacity and as a subject matter experts (SME) for human performance enhancement, resiliency and intervention strategies. The contractor will assist with oversight of the Defender Performance Optimization (DPO) program on all facets of human performance resilience training and development, management, and formal course curriculum supporting the SF career field training from a Security Forces (SF) member's accession to retirement.
Contractor will provide support for train-the-trainer (T3) courses at all levels of training to include active duty personnel, Air National Guard/Air Force Reserve personnel and/or civilian employees, in both field and classroom environments; provide SF schoolhouse training support and consultation including travel to Major Commands (MAJCOM), Readiness Training Centers (RTC) and SF units to support resilience training needs.
Additionally, the contractor will manage and provide opinions on research efforts throughout life of contract. Contractor will be expected to liaise with other services and organizations inside and outside of Department of Defense (DoD) (e.g. Sister-Service programs, Defense Centers of Excellence,
Air Force Medical Operations Agency (AFMOA), Air Force Medical Support Agency (AFMSA), civilian law enforcement agencies, and foreign military services resiliency programs relevant to DPO) to better obtain current research data.
All work will be performed at Headquarters Air Force Pentagon and other locations as determined by the AF/A4SX Division Chief. Contractor will travel to other locations only when tasked by A4SX Division Chief.
Contractor must possess either a Doctor of Philosophy (PhD) degree with a focus in psychology and be state licensed.
Must maintain current licensure, provide proof of currency, and maintain professional development requirements.
Personnel must possess a Secret security clearance, and shall not have felony convictions or adverse actions against license.
Personnel must possess a senior level or higher headquarters staffing experience and program management experience.
Psychologist must have a minimum four (4) years' experience in clinical counseling/intervention therapy/organizational intervention and have an understanding/knowledge of crisis debriefing,
trauma counseling, alcohol abuse prevention programs, suicide counseling, and have the ability to communicate this knowledge to organizational leaders.
Personnel must have minimum of four (4) years' experience in conducting psycho-educational training along with experience in developing and implementing training curriculum and have a basic knowledge of Post-Traumatic Stress Disorder (PTSD) etiology; must have basic knowledge of signs/symptoms, resources for treatment modalities, and knowledge of the relationship between PTSD & Traumatic Brain Injury (TBI).
